Public Policy Priorities
Conservation funding
The primary goal for the 2007-08 Session of the NC General Assembly is passage of the Land and Water Conservation Bond Act (H 990/S1522) to provide $200 million a year for five years in increased land conservation, historic preservation and community economic development funding. See 2007 Legislation for a status report and summary of other important conservation legislation. The land trust community will continue to support full funding for the Natural Heritage, Parks and Recreation, the Clean Water Management Trust Funds and advocate a significant increase in funding for the Agricultural Development and Farmland Preservation Trust Fund.

Allow landowners that place land under conservation agreement to continue to be eligible for the Present Use Value (PUV) deferred tax program, even if they no longer plan to farm or harvest timber from the property.
Expand PUV program and/or create a new property tax classification for lands being managed for conservation purposes (i.e., wildlife habitat, water quality)
Clarify property tax exemptions for nonprofit organizations (i.e. land trusts) that own and manage lands for conservation purposes.
